A small to medium-sized raptor, a type of “Kite” smaller than the Brahminy Kite but similar in size to the Crested Goshawak, with white, gray, and black plumage, known for its striking red eyes. It is fairly unmistakable and fairly common over suitable habitat like open space and fields, marshland and wetland. Its preferred prey is rats and mice. It hunts by hovering, and it will prey on rodents, reptiles, and waterbirds; it is more active at dawn and dusk.
It is very common over the whole of Seberang Perai in all districts, in particular the paddy fields. It nests on the trees planted along the bunds, especially mango trees.
